David Manners served as an Operations Officer in the U.S. Central Intelligence Agency (CIA) for nearly 20 years. His major field assignments included tours as Chief of Station (COS) in Prague, Czechoslovakia and Amman, Jordan. He also held key positions in CIA Headquarters during assignments in Washington.

Since leaving the U.S. Government service in 1998, David has focused on helping U.S. companies navigate the shoals of international markets, especially in the Middle East, Africa and Latin America. To do so, David brings to bear the full range of his own international contacts and experience, and those of his retired former colleagues in the CIA. They offer global reach and attendant value.

David holds a B.S. degree from the U.S. Naval Academy and an M.A. from Georgetown University. He claims moderate competency in English and debatable competency in Polish, Czech, French and German.
